Why would I be unable to access a profile?

I generally will click on a name of someone I do not know when they have thanked me, left me a rep or a comment related to a post I have made in a thread.

When I did that today for a name I had never seen before, I got a message to the effect that I did not have the ability to look at her page or my account had been disabled (it hasn't).

What is that about?

Who was this? Generally that will happen for users who were banned or haven't been approved yet (we do manual user approvals).
