There are hills all over New Mexico. None I've seen required this sign. There are hills all over Southern California. None I've seen required this sign. (As an aside, the first time I saw a "Dip" sign, I looked for someone standing nearby. If you're ever driving in Southern California, take those Dip signs seriously. You can bottom out on some of them.)
