Over and I'm anal about it
I've been places where it was under and I'd switch it around just to see if anyone notices Really though, with cats, you learn that under is a no no They seem to think it's an invite to play when it's flapping around I always make sure to never leave any hanging because I know first hand the party they will have |

Definately over; under has the potential to drag against the wall (assuming a wall mounted holder) and I'd rather not have what might be on the wall on me. Over provides more opportunity to keep it from not touching the wall. Now you knew I would have some kind of logic behind my answer, lol.

As long as I have some I dont care,that being said,cats arent the only critter that plays with the tp..my fur kid puppy Rowdy has a blast with it if she gets hold of anything made of paper..esp tp.She is two years old and still dose it.
