nyc: can you please clarify the "dropping out for any reason" rule. I was thinking that we had said if someone drops out prior to the deadline to sign up then would still be able to participate during the year.

If someone signs up then drops out after
the deadline to sign up has passed, then that would mean exclusion in any projects for rest of the year until January 2017? Is that correct? Thanks for your helping me clarify this in my mind...
