It either means the size (in KB) is too big or that the dimensions ( aaa by bbb) is too big. For general members this size limitation is 64KB or 100x100 pixels, whichever is larger.
You can start by going here to resize your picture down to a smaller size:
http://www.shrinkpictures.com/
Once it's at that size, then go to the gallery and select
Upload photos on the to right-hand side.
Browse for the photo.
Select it and press
Okay
Then give the picture a title and select
Upload/Submit.
