Western astrology is based on where the planets were at the moment of your birth. Depending on the planet, the time of birth can affect degrees in signs and houses. Most importantly, your rising sign is affected by the time. Generally speaking, it's about a 2 hour time frame for the rising sign so if your time of birth is off by more than two hours, I would go with the correct sign.
Personally I see no use in comparing the charts if one time is wrong. Hope this helped.
