Job Title: Manager of Employment Services
Reports to: Director of Economic Development
Supervises: TEEI Economic Development Coordinator
Type: Regular / Full-Time/Exempt

General Summary: The Manager of Employment Services is responsible for planning and implementation of all workforce development programs and services. Overall responsibilities include program planning and evaluation, training and supervision of staff and volunteers, managing employer relationships, providing vocational counseling and job placement services, managing job fairs and grant reporting. This position reports to the Director of Economic Development, manages multiple workforce grants, and supervises the TEEI Economic Development Coordinator and the Vocational Specialist.
Essential Job Functions:
1. Under the general direction of the Director of Economic Development, manage all aspects of the Center's Employment Services, including delivering on grant outcomes, staff supervision, implementing the day-to-day workforce development activities, outreach, implementation of program activities, evaluation, and program administration.
2. Provide individual services to program participants, including intakes and assessment, providing vocational counseling including case management, coaching on job search and career development, and placement of individuals in jobs.
3. Supervise TEEI Economic Development Coordinator and the Vocational Specialist.
4. Coordinate three job fairs annually, including all employer engagement, event planning and development.
5. Research trends and market directions and participate in long term program planning for the Employment Services Program and Economic Development Department.
6. Maintain all administrative function of the Employment Services Program, including reporting, filing, technology and preparation of monthly and annual program reports. Maintain client files and ensure client confidentiality for program participants.
7. Data collection/analysis, conducting evaluation and designing strategies to improve programs and services.
8. Represent the agency in various workforce and economic development meetings and events.
9. Participate in grant writing and/or fund development activities to support the work of the Economic Development Program.
10. Actively participate as a member of the Economic Development team, including supporting Economic Development program activities, and general Center functions as appropriate.
11. Provide reports, statistics, written narratives, and other administrative documentation required by Director of Community Development
12. Other duties as assigned by the Director of Economic Development.
13. Occasional work on evenings and weekends will be required.
Qualifications:
• Commitment to the mission of the San Francisco LGBT Community Center. Experience and commitment to working in a multicultural environment.
• Minimum two years experience working in workforce development
• Experience working with the LGBT community and an in-depth knowledge of transgender issues required.
• Strong communication and conflict resolution skills, ability to maintain confidentiality.
• Experience in program planning, management, and evaluation, including developing programs to meet the diverse needs of communities served by the San Francisco LGBT Community Center.
• Strong verbal and written communication skills.
• Strong supervision skills.
• Ability to work both independently and within a team oriented organizational structure. Experience working collaboratively with multiple agencies desired.
• Innovative and entrepreneurial approach, including solution oriented approaches to complex issues. Ability to adapt to changing environment and priorities.
• Experience working in asset-building, financial literacy or similar environment desired.
• Basic knowledge of employment law and human resource issues as they relate to hiring, recruiting and interviewing candidates
• Must be able to work in a culturally diverse and fast paced environment.
• Excellent computer and Internet skills.
• Fluency in English is required. Spanish bilingual skills desired.
