I think anytime there is a real threat of power outages, flooding, high winds that preparedness needs to happen. Sitting around doing nothing isn't going to help. It may not effect everyone the same, but it will have consequences if one doesn't take some actions for their situation. I lived in earthquake shake n bake CA. Now I live where it is cold n wet. Different situations, same effect, power outages.
